Hon. Prime Minister, Namaste. It is quite an unusual kind of legal immunity I am appealing to you for on behalf of all those who were FORCED TO PAY heavy bribes under the rule of UPA I & II to corrupt bureaucrats / politicians. Prevention of Corruption Act holds bribe giver as much guilty as the bribe taker !! As if bribes are paid out of sheer joy and merriment of Universal Brotherhood !! Bribe is sheer extortion, can be very well equated with ransom money of kidnapping cases. As the colonial law holds bribe-giver equally guilty of cognisable offence, hardly anyone comes forward to lodge complaint. And that is a major instrument of protection for bribe-extortionists and impediment in eradication of corruption. As a measure of exception, as a measure of one time consequence at least, kindly declare immunity from all sorts of prosecution / punitive action for all those who were extorted of their money during Congress rule of UPA I & II in large number of high value scandals. This immunity may encourage / motivate all those who were robbed of their money to stand up and declare before the country / courts fearlessly...so many crores I had to pay to Kalmadi / Raja / Rani et.el. to get this permission...etc. I believe, it is an idea whose time has come under your Premiership and it must be tried at least once. The obnoxious clause of PC Act must also be scrapped and necessary safeguards introduced for protection of officials against frivolity. I can say with conviction based on my personal experiences, a bureaucrat shall think 100 times over before demanding bribe after these steps are adopted. With best regards, Ramakant Tiwari
