Honble Chief Commissioner Lok Man Singh Karki directing CIAAs Staff : 1 August, 2014 ---------------------------------------------------------------------------------------------- Human rights are universally agreed as inalienable fundamental rights to which an individual is inherently entitled basically because she or he is a human being.Every state presently, assumes obligations and duties under international law To Respect, To Protect and to Fulfill human rights. Realizing that everyone has the right to a standard of living adequate for the health and well-being of himself/herself and of his/her family, including food, clothing, housing and medical care and necessary social services, and the right to security, the government of Nepal for the attainment of these rights has laid down various plans and policy yet we are lacking behind in the full realization of these essential and inherent right. The allocated budget fail to reach the disadvantaged and the desired population due to corruption in the policy and programme itself that are adopted for them. Therefore controlling corruption has become must for the protection and promotion of human rights of all citizens. It is only in a corruption-free society the right of people to exercise permanent sovereignty over their natural resources and wealth, is effectively protected. In the light of all these, it can be deduced that no any protection of human rights can be adhered to where dishonesty and corruption as an established procedure hinders with peoples tussles to apprehend their right to security, dignity and development. Thus identifying that it is high time we recognize the RIGHT TO A SOCIETY FREE OF CORRUPTION, INHERENTLY AS A FUNDAMENTAL RIGHT which helps to respect, promote and fulfill the right to life, right to adequate standard of living, right to human dignity, equality and other important human rights, Honorable chief commissioner Lokman singh Karki has directed all the staff working in CIAA, today on an interaction program, to fight corruption in order to effectively enforce human right of every Nepalese citizen. ----------------------------------------------------------------------------------------------------- माननीय प्रमुख आयुक्त लोक मान सिंह कार्कीज्यु बाट आयोगमा कार्यरत कर्मचारीहरुलाई निर्देशन सम्बोधनः मितीः २०७१-०४-१६ गते ----------------------------------------------------------------------------------------------------- मानव अधिकार विश्वव्यापी रुपमा मानिसको सर्वाङ्गिण हित र अधिकारहरुको संरक्षण, सम्बर्धन तथा सुरक्षा गरी समग्र रुपमा सामाजिक परिवर्तन ल्याउने एक अग्रणी तत्व हो । प्रजातान्त्रिक मूल्य र मान्यताको जगको रुपमा रहेको मानव अधिकारको प्रभावकारी कार्यान्वयन गरी सामाजिक न्याय स्थापित गर्नु विश्वसामु चुनौतिको विषय बनेको छ । मानव जिवनका न्युनतम आधारभूत आवश्यकताहरु जस्तै गास, वास, कपास, स्वास्थ्य तथा शिक्षालाई संरक्षण गर्न राज्यले संविधानमा नै मौलिक हक अधिकारहरुको व्यवस्था गरी सफल कार्यान्वयनको लागि विभिन्न निति तथा कार्यक्रमहरु ल्याएको हुन्छ तापनि राज्यमा विद्यमान रहेको भ्रष्टाचार तथा घुसखोरीतन्त्रले गर्दा नीति तथा कार्यक्रमहरु प्रभावकारी रुपमा कार्यान्वयन हुन सकेका छैनन् । त्यसै गरी भ्रष्टाचार निर्मुल गरी नागरिकको मौलिक हक अधिकारको संरक्षण, सम्बर्धन र सुरक्षा गर्नु अपरिहार्य बनेको बर्तमान परिप्रेक्ष्यमा मानव अधिकारको अवमूल्यन गर्ने खालका क्रियाकलापहरु रोकी समाजलाई भ्रष्टाचारमुक्त बनाइ नागरिकहरुले मानव अधिकारको उपभोग गर्न सहज वातावरण सृजना गर्नु आजको प्रमुख अवश्यक्ता रहेको छ । तसर्थ, भ्रष्टाचारमुक्त समाजमा नै नागरिकहरूले संबिधान प्रदत्त मौलिक हक अधिकारहरूको प्रभावकारी रूपमा उपभोग गर्न सक्ने हुदा “भ्रष्टाचारमुक्त समाज, हाम्रो मौलिक अधिकार” भन्ने सोचलाई आत्मसात गर्दै आयोगबाट हुने सम्पूर्ण काम कारवाहीहरुलाई कार्यान्वयन गर्न गराउन माननीय प्रमुख आयुक्त लोकमान सिंह कार्कीले आज आयोगमा भएको अन्तरक्रिया कार्यक्रममा कार्यरत सम्पुर्ण कर्मचारीहरुलाई निर्देशन दिनुभएको छ ।
