Honourable Ministers, you are aware that we development partners have over the last years looked critically at several prominent cases of fraud, embezzlement and mismanagement of public funds. These events have been catalysts to either start or accelerate important public financial management reforms, included in this new strategy. Let me highlight introduction of the Single Treasury Account and the integration of IT systems. Needless to say, it would have been better for these reforms to to be launched without the corruption scandals as their trigger. We must now ensure that these reforms will give systematic guarantees that such scandals can never occur,- H.E Ambassador Kristian Schmidt, the EU Head of Delegation to Uganda, speaking this morning at the launch of the Government of Uganda Public Financial Management Reforms Strategy for the period 2014 to 2018. In attendance is Prime Minister Amama Mbabazi, Finance Minister Maria Kiwanuka, senior government of Uganda officials and representatives of the diplomatic community.
