Hooting during the speech of a Chief Minister in an official function of the government, being attended by the Prime Minister, is in a bad taste to say the least. As the Prime Minister is an elected head of the Government of India, so is a Chief Minister an elected head of the government of a state. Mutual respect is a pre-condition for smooth functioning of the governments in the larger public interest and the earlier this controversy is set to rest the better it is for all concerned. The argument put forward by some functionaries that what they could have done if people only wanted to listen to the P.M., does not cut ice with any reasonable person. The least the P.M. could have done was to rebuke the hooters during his speech to assuage the feelings of the concerned C.M. All political parties must make a clear distinction between a political rally and an official function of the government for avoiding any undue harm to the federal structure of the nation which so vital for the progress of the country as a whole.
