House okays inclusion of blood type in government-issued IDs The House of Representatives has approved on second reading a measure indicating the blood type of every Filipino in the identification cards being issued by the government. Rep. Eufranio Franny C. Eriguel, M.D. (2nd District, La Union), chair of the House Committee on Health, said IDs covered by the measure are birth certificates, identification cards issued by the Social Security System (SSS), Government Service Insurance System (GSIS), the Land Transportation Office (LTO) and the Philippine National Police (PNP). Rep. Susan Yap (2nd District, Tarlac) said House Bill 5018, which consolidated House Bills 403, 1057 and 3607, seeks to facilitate medical treatment and handling of patients including blood transfusion during medical emergencies. Likewise, Yap, one of the bills authors, said other government documents such as Passport by the Department of Foreign Affairs (DFA) and Professional Identification Card by the Professional Regulation Commission (PRC) are also required to indicate the blood type of their card holders. Under the bill, Filipinos are required to secure a certificate from a pathologist to validate their blood type. The Department of Health (DOH), in coordination with concerned implementing agencies, is mandated to formulate rules and regulations for the effective implementation of the proposed act.
