How do they make you pay this though? From what I understand, they cant if you dont have a drivers license; which by the way, is **not** required in Canada to travel from A to B. You only need a drivers license to drive; which is a **commercial** act...i.e. done with the intention of profit or under the employ of someone trying to make a profit (e.g. delivering pizzas). Travelling is not a commercial act, and thus requires no provincial drivers license, as the Motor Vehicle Act only applies to drivers acting in a commercial capacity.
