How does Russia keep producing such high class programmers and coders ?? Wish I knew who said this, so could attribute it, but the saying goes: "If you have a problem give it to an American Engineer, if you have a hard problem give it to an Indian Engineer, if you have an impossible problem, give it to a Russian Engineer." The education system in the former Soviet Union was top-notch and with state funding of research that in any way, shape or form helped the socialist cause was supported - it was treated as a matter of strategic national security! The other aspect is cultural, in the soviet society, scientists/engineers were rock-stars and lived comparatively well-off lives. The average Soviet youngster aspired to that life and worked incredibly hard at it. Much of that culture has carried on across post-communist Eastern Europe.
