How the Government of IPOB Institutions are structured: SCE – Being the apex institution which is the highest authority of IPOB stretching its members to accommodate every Ethnic Nation elder statesmen (Executive council) of which membership at this level is determined by SCE GENERAL ASSEMBLY by either vote or appointment. Member expected not to exceed 10 - 15 persons. SCE GENERAL ASSEMBLY – Which represents what the JRC and BUC stood for, consisting of heads of various departments, National coordinator of IPOB here in Biafra land, Continental coordinators, Leaders of various pro Biafra groups, selected influential individuals with good reputation and traditional rulers or representatives of various ethnic nationalities of Biafra. The general assembly is where all Biafra issues are tabled for general discussion. Members are expected to at least be up 30 – 50 at this level. Part of the immediate mandate of SCE at both levels includes: 1. The S.C.E should agree and adopt a proposed blue print of the form of governmental structure or system that will best suit the new Republic as this will help in clearing doubts and bring in sight what the promise land will look like. 2. I.P.O.B government through the S.C.E should urgently empower the departments to help with various administrative responsibility of IPOB government. 3. Mandate every department of I.P.O.B with a well-defined duties and responsibilities. i. LEGAL DEPARTMENT- Billie Human Right Initiative (B.H.R.I), Lower Niger Congress LNC, EPC and other groups with legal and human right activity orientation and ideology to work as the LEGAL DEPARTMENT IPOB through Legal department has tied Nigeria government hands and legs by going to court against Nigeria, which have given us the legal backing to engage in Biafranism without fear within the confines of the law, that way a lot of our people have and will continue to join the movement which will give us the power to affect our freedom from Nigeria. ii. THE MEDIA – Biafra Voice International aka. Voice of Biafra and other media outfit like Radio Biafra London RBL, Biafra Unity TV BUTV, Eastern Pilot etc can work in synergy under the media department, just as BVI and others have continued to educate, sensitises, inspire and above all inform Biafra people better with accurate and undiluted truth. To arouse the consciousness of Biafra people, we need not to contradict or fight media war against ourselves, to those who love and agree on unity, peace and transparency. iii. YOUTH DEPARTMENT – Biafra National Youth League have mobilised youths in virtually all the local government in Biafra land both South East and South South, BNYL has done a lot to check mate the excesses of Fulani herds men at Ebony, they are the eagle eyes of the defence department in the entire Biafra land. I will not go deeper than this. Other youth groups to identify with the youths department. iv. DIPLOMATIC DEPARTMENT – Biafra Liberation in Exile BILIE, being resident outside Biafra land and scattered world over to take over the diplomatic assignment, open up diplomatic channels to lobby and negotiate for support from international communities. V. DEFENCE DEPARTMENT – To be spare headed by the coalition of various defence oriented groups like Neche Ekumeku Edi Abani, BLC, MASSOB, etc to form the defence line, other details can best be explain by groups concerned. VI FINANCIAL DEPARTMENT – This will serve as the central financial pool for Biafra project which its BOTs are men of proven financial integrity. It ill not be in control of one man rather the BOT of the finance department oversees and regulate the financial activities of all departments and groups, where every money approved by this department to anyone is duly budgeted and accounted for. The name and registration of this department is needed so as to facilitate an account detail controlled by more than three signatories, after which the name will be made public open for all Biafra people to donate their contribution for Biafra freedom and administration. 4. When the above steps are covered, both Nigerian Government and the International Community will be left with few options on their negotiation table about Biafra Independence.
