Human Rights Case Study Scenerio D: Mental Health Act used to hide corruption. Any lawyer who could give some good advice ? Noelene is the department secretary of a Minister of XXX Affairs. She has been collecting data for the accounting department and while typing out meeting notes she glanced a bill in which the Minister of XXX Affairs have apparently used the states funds for services from B&D Sado Services quite number of times and under travel funds, stationery, meetings and entertainment budgets. She thinks this is a mistake made by this B&D Sado Services company who might have billed their invoices incorrectly. She is shocked to find out that the company is actually a Special Interest Escort Services and that the billing was correct and the person using the services was the Minister himself. Feeling that some inappropriate use of the tax funds has been used, she seeks to address this issue through the complaints department. Noelene is suddenly requested to do a company health check and her health check is to a private Psychiatrist. She undergoes a series of questions and was signed off with no problems. The next week she receives notification to undergo another health check , and this time to another private clinic. She thinks this is a mistake and finds out that the first clinic she went to was the wrong one. The second clinic is also a Mental Health clinic and she undergoes another set of questions and the Doctor sees no problems. Another week she has to attend two clinics in a week to two different clinics. She is told this is a standard test requirement. She passed the third test but the fourth clinic she attends, she is getting frustrated at the time and effort to drive the long distance and was rude, impatient and demanding that this be the last test she will ever do again. The Psychiatrist writes a long note for a few minutes and tells her that she would be placed under observation in the hospital as she has signs of an illness. She is given an ITO and prescription for anxiety. (This scenario has been drafted based on Whistle Blowers Websites in other Countries) Any Human Rights for Noelene ?
