Human rights dialogue: Question to Cambodia rep from National Prevention Mechanism (NPM), Mr. Nouth Savna: CAT covers only in the prison or also covers other violation outside the prison committed by state party or endorsed by state party? His answer: in my opinion it covers also outside the prison! Question: how about the lack of care,food supplies, and corruption for relatives to visit prisoners considered under CAT? Answer: yes it is. We have never gotten any complaint. Question: why the NPM has never sent anybody to court for violation of CAT? Answer: because we do not in our penal code the real definition on what CAT is!!! Wow!!!! Friends in the CSOs, you have not done your job by bringing this situation to the NPM! and to demand that CAT is defined in the penal code! As a person and professional, I found Mr. Savna honest and committed to this cause! But he has a lot of challenges because of the legal framework of the NPM and the lack of resources.
