Edith Hoover City Clerk Office Support and my response: To: [email protected] patrickamyheusted1@msn Ms. Hoover: Apparently, you have not kept up to date; the Arizona Administrative Code which you referenced was repealed effective in 2012. However, not to completely rain on your parade, the exact language was readopted in another section. For future reference, when you cite this code, the correct citation is Arizona Administrative Code Sec. R2-5A-105. Also, according to R2-105A-102, these administrative code are applicable to employees covered under the State of Arizona Personnel System. I am sure the employees of El Mirage will be glad to hear they are covered under, and have the rights and protections of, the states personnel system. By this email I am requesting that I be provided copies of (1) the Citys personnel policy Section 5.2D and (2) a copy of the city code or ordinance that adopted the States Personnel System for the City of El Mirage. However, since I do not believe the second one exists, and the City Manager and his attorney will scramble to cover this glitch in their plan to reference the states administrative code, I request the first document I requested (the citys personnel policy Section 5.2D) be provided to me as soon as it is copied and not be delayed while a decision is made as to how to respond to my request for the second document.
