I am always amazed, though not surprised, at just how effective social engineering is. This is a particularly insidious threat, as there are no technical controls that can be put in place to monitor or mitigate this type of attack. These researchers were meticulous in using social media to gain unauthorized access to a government agency that is probably better protected than most organizations. If they can become a victim of social engineering, anyone can.
