I am glad a developed country like France has an ambitious program on Energy Efficiency and Renewables.How about Energy Efficiency programs in Developing countries? In India there are around 26 Million agricultural pumpsets. Apart from Energy generation from Renewables,Energy Saving is the need of the hour in India. Here is a case study on Improving the Efficiency of Agricultural Pumpsets in India. The main objectives of the Agricultural Pump Set Efficiency Improvement Program were: • to achieve energy savings by improving the electrical performance of the pump motors through high efficiency; • to increase the power factor above the average of 0.65 for conventional agricultural pump sets; • to reduce line losses by converting low voltage supply to high voltage; and • to inculcate responsible behaviour by customers towards the use of electricity and water by deploying metering at pump sets. The program was designed to showcase the benefits available from improving agricultural pump set performance through retrofitting with high efficiency motors of an optimum size matched to the average load of the pump. Table 1 presents a summary of the results achieved for replacement of a conventional 7.4 horsepower pump set with a high efficiency 3.0 horsepower pump set. Table 1. A Novel Scheme to replace Old and inefficient agricultural pumpsets: Out of the 26 Million Agricultural pumpsets in the country many are old and inefficient. The power tariff for farmers is minimal. Electricity is a high grade energy which is needed in industries, domestic purposes, computers etc. A scheme can be chalked out to replace the inefficient motors by efficient ones. The cost of a 5 HP Electric motor cos ts about Rs 20,000 .A subsidy of Rs 15,000 can be provided to replace these inefficient motors.This yields quick results and “Energy conservation is better than energy generation”. Each Kwh saved is each Kwh generated (1 US$= Rs 60). Based on several studies carried out on agricultural pumpset efficiency, it has been found that the pump efficiency varies from 25-35% due to various factors. By adopting BEE star lebelled agricultural pumpsets, the efficiency can be enhanced upto 50-52%. It is estimated that, by replacement of existing pumps with the BEE star labelled pumps, the achievable saving potential is 30-40% and sectoral saving potential works out to be 4.34 BU per year. Instead of huge investment on New Power projects,The Government of India and different state Governments can jointly plan a scheme to replace the existing old and inefficient agricultural pumpsets with efficient ones. This yields quick results. The same situation prevails in many developing countries. As such Organisations like World Bank,UNIDO,UNDP etc. along with different countries governments can chalk out an International program of Energy Efficiency in Agricultural pump sector. In fact Agricultural pumpsets energy consumption is a major one after Industries and Domestic sector. Each Kwh saved is each Kwh generated.
