I am interrogated that I have to elaborate current political affairs concerning with constitutional reform in Myanmar. Actually, I am a neophyte rather than a maestro. However, my thought on constitutional reform is that it is too early to amend the 2008 constitution because the rule of the game is simply fabricated by previous military regime. Touching constitutional amendment can be problematic. First, seek to obtain consensus among all political parties what should be amended. The 2008 constitution provides stability of power to previous military generals and current polity. If constitutional reform triggers their fear of unknown and status-quo, that would lead to more conflict and instability. In this point, my thought is that better enforcing current constitution by building constitutional apparatus rather than amending constitution. I have observed “the constitution is the mother of all law” but without enforcing mechanism. I have no doubt that the 2008 constitution must be amended but it is too early before 2015. My suggestion is mainly focusing on building coalition and consortium by mean of politics among political parties. Before and after the census, I have fully observe that the categorisation of ethnicity emanated from their ethnic identity which can be also triggering the ethnocentrism and identity politic will play great role in 2015. Without affiliation, those political parties will be rivalry in term of competing in the election. I am extremely worry that the transition from military regime to democratic political system when the introduction of democracy to deeply and ethnically divided society has been generating and accommodating the rise of nationalism, in which Islamophobia and Xenophobia can be politically, socially, and economically constructed as threats to Burmese Buddhist society in Myanmar because nationalists seek for a security to protect their identity from existential threats. In this sense, identity can be considered as a sources of ethnic and nationalist conflict among deeply and ethnically divided society in Myanmar. In order to avoid or reduce those problems, rule of law should be efficacious and revitalised but it should begin with enforcing 2008 constitution by building constitutional apparatus. And building affiliation and coalition among different political parties should be taken early stages of amending 2008 constitution in order acquire consensus and legitimacy through political alliance.
