CONCERNING EXECUTIVE ORDERS: Thomas Jefferson was the first president to use it to circumvent a stalled legislative branch. Its use grew gradually with each President. It increased to 11 during Lincolns presidency because he had a Civil war to fight. It peaked with Franklin Roosevelts presidency because of how long he served, the fact that he had to deal with a depression and WWII. After that it has steadily decreased. George W. has used it more than Obama. I am not sure why people think Obama is out of control because he hasnt used it as much as his predecessors.
