I believe it is Article 5 or Amendment 10 of the constitution. 34 the of the state legislature and governer signs off on a petition to remove the present federal administration and therefore bear right to elect a new and smaller government. I fully support this along with Mark Levin. It is time to diminish the power of the federal government. It is hurting the young and will kill the next generation
