I came up with a theory: What if devil fruit users who have mastered their armarment haki perfectly actually can swim? A haki user can touch/hit all kind of devil fruit users by suppressing the ability of the opponent. What if haki users can suppress their own devil fruit ability (and with this the weakness, being unable to swim) in the exact same way, so that it enables them to swim? The reason, why I came up with this theory is the following: We saw people like Rayleigh and Shanks (when he saved Luffy) swimming in the ocean. We also know that both (probably) belong to the strongest OP characters. I think a good haki and some swordmanship just couldnt be enough to be that strong. Rayleigh was the right hand of the pirate king and one of the most powerful people that time along with Roger, Whitebeard, Garp, etc. Imagining him fighting Whitebeard in his prime with just a sword and haki... You know what I mean? I think Oda hasnt shown us all of his power yet. And as Shanks returned to the Grandline from East Blue (after he saved Luffy, some years ago) with just one arm everyone was shocked (these are Whitebeards words when he meets up with Shanks, if I remember correctly). This means that he also was very powerfull that time when we saw him swimming. Oda stated in an interview, that Shanks didnt lose any power after losing his arm (I hope this is not a wrong information). This sounds a bit strange considering him only being a swordsman. It would fit much more, if he has some kind of powerfull Zoan or Logia fruit, where it doesnt matter that much, if one loses an arm. It would also fit the idea that Shanks as a yonkou is stronger than Mihawk, but weaker than him in swordsmanship only, considering the fact that Mihawk is the strongest swordsman. Well, this is just a theory and there are some arguments against this idea...like In Marineford we saw, what a good haki can do and so on.. What do you think? :)
