I checked Article One of The Constitution of the United States which very clearly says congress shall make law Abe the executive branch shall enforce the law. I was surprised that no where does it say that if congress does not make law then out of necessity that power goes to the president. If congress passes no law then it is we the people not the president who must act by electing a congress which will act. If we vote to return the same people to congrss--the ones who do not act-- then we are (as a nation-- incredibly stupid or we do not want a congress which writes many laws. If that is how we vote it gives no power to any president the power to make law (even if he thinks it a necessity)
