I checked this out with a friend who has a commercial pilots license, and who is very much in the anti-geoengineering camp. She feels this is not a fuel dump. She has asked numerous commercial pilots about fuel dumping, and none have claimed to have ever needed to implement that procedure. This story has become more interesting. Chris B., who filmed this, claims he had his iPhone confiscated upon landing at Heathrow, and was detained in a holding cell for 8 hours. Please see more in comments below.
