I find it useful to think about what presidents did not do, when they could have done so. Too many possibilities, but one is that President Kennedy made a commitment to go to the Moon within one decade. The history books and TV make a big deal out of this project but it was nothing more than making a public commitment of billions of public dollars poured into the private investors in the electronics corporations. Welfare for the rich. Kennedy could have made a ten-year commitment to eliminate poverty in America but poor people dont have any money to push for such a program, they dont have any lobbyists, and such a project would not do what all presidents do: make the rich richer. When Johnson set out to end poverty, what we got instead was an acceleration of the Vietnam War that made the munitions manufacturers and investors rich.
