I have a game that I call the hunting game - I have used it for years now and it is getting more and more effective - we do it everywhere whether there are dogs around or not but when dogs that I think are going to be more of a problem approach I use higher value treats I normally have their ordinary kibble and at least one higher value alternative. The ways it works are simple distraction, linking something bad with something good so the bad thing gradually morphs from bad through less bad to I can cop and maybe even in time to OK I quite like you. Then there is the sniffing thing, sniffing is calming so if they are sniffing to hunt out treats it is calming them. Also it is sending non-aggression messages to the oncoming dogs. You need in increase distance to start with but in time it should be possible for problems (people, dogs, horses, bikes etc) to pass within a few feet.
