I have a neighbor that allows his 85 year old mother to live in a small, old camper in the side yard. It has a rotted tarp partially covering it, no running water or rest room. She does have access to the very small house the son and wife live in to cook food and I assume bathe. Obviously this is bothering me. Should I intervene and call for a welfare check on her? My dog is living in better conditions. What would you do?
