I have high respect for all those working toward our common goal of ending PUPPYCIDE ASAP. I am extremely confident in your abilities AND in public officials in positions to end PUPPYCIDE, to recognize that if your work is closer to happening in your area to end PUPPYCIDE than anything I suggest in my work, that you will not let my work in any way HINDER YOUR PROGRESS AND SUCCESS in ENDING PUPPYCIDE ASAP. Written by Cynthia Davis Merriam to illustrate that ONE PUPPYCIDE LAW IS NEEDED as opposed to 17,985 PUPPCYIDE “policies,” ie one policy in each law enforcement agency across the country. . I’d much rather say sorry to a police officer upset about the PUPPYCIDE movement than sorry to a new PUPPYCIDE family. The responsible, respectable and respected officers won’t need an apology. Because of the magnitude of the change that is needed (in all 17,985 law enforcement agencies) to stop PUPPYCIDE ASAP, it is taking too much time and DOGS CONTINUE TO DIE. In the best interest of dog lives, there has to be a multii-level approach to this. In addition to the one off grass roots hard work going on, there has to be more done on MULTIPLE LEVELS NOW, so for example, areas where PUPPYCIDE currently does not reside WON’T HAVE PUPPYCIDE IN THE FUTURE. This all being said, the following are my thoughts and my thoughts alone. Another PUPPYCIDE case just happened and I’m extremely confident that that grieving family as well as families of tomorrow’s PUPPYCIDE cases WISH ONE LAW WAS IN PLACE RIGHT NOW. I do what I do for the past, present and future PUPPYCIDE families. Speaking for myself, I just cannot tell a future PUPPYCIDE family that I could have done more and didn’t to prevent the tragedy they are now living. My position is simple, Maximally MINIMIZE PUPPYCIDE ASAP It doesn’t matter what the organization or group is, LAW ENFORCEMENT NOT EXCLUDED, if you allow numerous policy interpretations IT BITES YOU, plain and simple, IT BITES YOU, NOT DOGS. I believe there are many responsibly managed law enforcement departments and offices in the United States and there are many, many responsible, respectful and respectable law enforcement officers in the United States and I thank YOU for your respectable service. I do not put you in the same group of departments or officers the following is directed towards or about. I find it offensive, as a member of the public served, that good officers must work alongside PUPPYCIDE guilty officers. For simplicity sake, I have not factored out of the following the numbers the well-managed departments or non-PUPPYCIDE offending officers. There are over SEVENTEEN THOUSAND NINE HUNDRED EIGHTY-FIVE (17,985) state and local law enforcement agencies in the United States (en.wikipedia.org/wiki/Law_enforcement_in_the_United_States) meaning there could be as many as SEVENTEEN THOUSAND NINE HUNDRED EIGHTY-FIVE (17,985) different ANIMAL/DOG ENCOUNTER policies. There are over ONE MILLION (1,000,000) FULL-TIME law enforcement officers in the United States (en.wikipedia.org/wiki/Law_enforcement_in_the_United_States) today which means it is possible there could be ONE MILLION INTERPRETATIONS OF SEVENTEEN THOUSAND NINE HUNDRED EIGHTY-FIVE (17,985) policies regarding “dangerous dogs,” “aggressive dogs,” “lunging,” “showing teeth,” “aggressive manner,” ETC. UNBELIEVABLY, multiple officers’ interpretations of, and subsequent internal investigation validates, among a lot of hard to believe alleged “valid” reasons for shooting a dog, that the tail end of the dog can be facing the shooting officer when the dog is creating the shooting officer’s fear for his life and is evidenced in PUPPYCIDE case after PUPPYCIDE case by trajectory of the bullet(s). The TRAGIC RESULT OF NUMEROUS INTERPRETATIONS IS PUPPYCIDE (must watch video youtube/watch?feature=player_embedded&v=T-YZcBq5BJY and page with links to Facebook pages in memory of individual dogs lost under Puppycide circumstances cops-shooting-dogs.blogspot/p/fb-cause-pages.html ) AKA COP ON DOG SHOOTINGS. As foreshadowed above, there is an additional flaw in the law enforcement policy system contributing to PUPPYCIDE, and is that law enforcement agencies are their own review authority when the family left behind the by the PUPPYCIDE victim requests an investigation. Astonishingly, the shooting officer’s interpretation is deemed VALID, in POLICY compliance even in situations where the shooting officer had COMMON SENSE, NON-LETHAL alternatives available. The self investigation step exponentiates an already UNBELIEVABLE fact that in the UNITED STATES, there is potential for more than ONE MILLION (1,000,000) VALID LAW ENFORCEMENT INTERPRETATIONS OF SEVENTEEN THOUSAND NINE HUNDRED EIGHTY-FIVE (17,985) law enforcement animal/dog encounter policies. What are the odds I ask, WHAT are the odds? In keeping with the above logic it follows that there are, simplifying for arguments sake and allowing only ONE (1) INTERPRETATION per American Household that owns a dog (https://avma.org/KB/Resources/Statistics/Pages/Market-research-statistics-US-pet-ownership.aspx), there are FORTY-THREE MILLION THREE HUNDRED FORTY-SIX THOUSAND (43,346,000) CONTRIDICTORY INTERPRETATIONS of the same law enforcement’s potential SEVENTEEN THOUSAND NINE HUNDRED EIGHTY-FIVE (17,985) animal / dog encounter policies. WHY CAN’T WE HAVE JUST ONE PUPPYCIDE LAW ? PLEASE?? THAT’S ALL, JUST ONE, SO THAT LAW ENFORCEMENT OFFICERS UNDERSTAND SHOOTING A DOG IS AS OFF LIMITS AS SHOOTING A PERSON. Responsible law enforcement agencies will require animal/dog encounter competency in their recruiting AND retention efforts. Law enforcement officer candidates MUST demonstrate this competency and officers at all levels of service MUST do the same. YOU have got to catch up with the NON- PUPPYCIDE guilty officers among you. The Public has every confidence in its peace officers, believes in them and doesn’t want you to all become dog experts. We believe YOU are just as capable as Federal Express & UPS delivery personnel, U.S. Postal service mail carriers, various utility employees and others, in achieving animal/dog encounter competencies such that will end PUPPYCIDE. END PUPPYCIDE NOW WITH ONE LAW, JUST ONE LAW. The value of a dog’s life is not on a sliding scale such that a dog at the San Jose, California Hell’s Angel headquarters (overlawyered/2006/02/hells-angels-get-990-k-for-dead-dogs/) is worth more or less than any other dog in the United States [insert YOUR dog(s) if you own one or more]. It doesn’t matter if it’s one law enforcement officer that encounters a dog at the home of one of the more than FORTY-THREE MILLION THREE HUNDRED FORTY-SIX THOUSAND (43,346,000) households with dogs in the performance of his or her daily duties, or a SWAT team conducting a planned raid that encounters a dog as in the Hell’s Angels case, a dog’s life IS WORTH MORE than any one officer, department or municipality can lose in a law suit, IN JUST ONE PUPPYCIDE CASE, MUCH LESS MULTIPLE PUPPYCIDE CASES. The Humane Society of the Unites States’ 2013 statistics indicate there are 83.3 Million dogs owned by Americans and 47 percent of American households own at least one dog (humanesociety.org/issues/pet_overpopulation/facts/pet_ownership_statistics.html).
