I have no idea whether indeed Lukin is in the inner circle or whether any of this took place or not but from anything that I have read so far, this is the only backstory that explains events on the ground - Putin wants to show Ukraine that it cant win. He strikes and then withdraws, does just enough to cause a change in the battlefield but then pulls back. He does not want to win - he wants to send the message to Ukraine that it cannot win and he cannot lose. He is playing for a draw in which Ukraine comes to Russia and asks in some form or fashion to be back in the fold and the time perspective they (the Kremlin) have with respect to relations with the West is decades, not what may happen in the next year or 3. That makes sense of pretty much all of the actual behaviours.
