I have spoken with the 15 year old who has this dog. Apparently the neighbors dog is not fixed and had puppies some time ago.. several had issues or birth defects. Sugarbelle Foundation will be offering the neighbor help to get their dog fixed as well. We will be picking up the dog tomorrow and will post after she sees the vet as to what is wrong. He is 15... he just reached out for help. this is not a scam as far as I can tell from talking to him. THANKS... :) Nancy Porter Cassie Pate
