I have started my review of the 2015 town budget. After the discussion Monday night I have gone into this review with the thought that I needed to find six to seven hundred thousand dollars since I do not believe anyone on the BOS supports eliminating the Recreation Dept or the four fireman. The first thing we are going to review next week is Revenues. I am all for using very conservative estimates on revenue because of the consequences of revenues not meeting targets is an unexpected tax increase. In the first 15-20 minutes I found what looks to me like a huge mistake in the estimate for Auto Permits. I will not go into the details, but basically the budget book underestimates the Auto Permits we will get for 2014 and then assumes no increase in 2015 which is a contradiction to recent past performance. I would say the estimate for this year is $475,000 low. Even if you were to assume no increase for next year you could go with the correct estimate for this year and go a long way to not having to cut those six positions and still be very conservative. If this one mistake is corrected it makes the rest relatively easy. It isnt rocket science, If this had been done by the staff then maybe we would not be talking about having to cut so many positions. A lot of town employees will blame my policies for hurting the employees morale. Maybe some people should look into the mirror instead of blaming other people.
