I have very much enjoyed the conversation concerning descloisite from Tsumeb - especially as it involves people who have actually worked in the mine. Having no such direct experience, I can only give citations. The Mineralogical Record Tsumeb issue lists an occurrence on level 31 (p103). In Tsumeb ll, Gebhard indicates euhedral crystals > 5mm are rare (p315). On p287, he states Vanadium-bearing minerals were found from the surface to the depth of 160 m. Between 50 and 100 m, 2 mm crystals of vanadinite were very rarely found. Descloisite has also been a rare mineral from the upper levels. It is also listed on p441 of Bodes new edition of Namibia. I posted a specimen here about a year ago.
