(see below) https://www16.state.nj.us/NJ_OPRA/department.jsp Draft OPRA request re: RREM Administrative Costs – Not for publication We request, with respect to the Homeowner Reconstruction, Rehabilitation, Elevation and Mitigation (RREM) Program of the New Jersey CDBG-DR Sandy Recovery Action Plan and Action Plan Amendments Numbered 1 through 10 (Action Plan), all records created or in existence on or after April 28, 2013 which meet the following descriptions: 1) All records created and/or maintained by the State or any department or agency thereof, stating the amount of RREM funds budgeted as ‘Administrative Costs” as that term is used in the HUD Notice of March 5, 2013 Disaster Recovery Allocation Notice (HUD Notice); 2) All records created and/or maintained by the State or any department or agency thereof, stating the amount of RREM funds actually expended and designated as ‘Administrative Costs” as that term is used in the HUD Notice; 3) All reports submitted to HUD, by the State or any department or agency thereof, stating the amount of RREM funds actually expended and designated as ‘Administrative Costs” as that term is used in the HUD Notice, including, but not limited to those submitted in the Disaster Recovery Grant Reporting System (DRGR); 4) Records stating, for each of the below identified contracts and any amendments, change orders, or other modifications to those contracts, the amount of CDBG-DR funds a) expended to date in total; b) designated as RREM Administrative Costs under the contract; c) expended as RREM Administrative Costs to date; d) the line item or payee for each expenditure contained in a, b, or c); and relate to or arise from the administration and implementation of activities associated with the following contracts: i) Contract Number A84067, dated 05/24/13 between the State of New Jersey and Gilbane Building Company; ii) Contract Number A83958, dated 05/08/13, between the State of New Jersey and Hammerman & Gainer, Inc.; iii) Contract Number A84066, dated 05/24/13, between the State of New Jersey and Shaw Environmental & Infrastructure Inc.; iv) Contract Number A84678, dated 09/11/13, between the State of New Jersey and Tetra Tech, Inc.; v) Contract Number A84677, dated 09/03/13, between the State of New Jersey and Louis Berger Group, Inc.; vi) Contract Number A84676, dated 09/03/13, between the State of New Jersey and URS Group, Inc.; vii) Contract Number A84068, dated 05/28/13, between the State of New Jersey and URS Group, Inc.; viii) Contract Number A86292, dated 03/27/14, between the State of New Jersey and ICF, Inc.; ix) Contract Number A84076, dated 05/28/13, between the State of New Jersey and ICF, Inc.; x) Contract Number A84030, dated 05/13/13, between the State of New Jersey and J H Cohn, LLP (a/k/a Cohn Reznick, LLP); xi) Contract Number A84078, dated 07/25/13, between the State of New Jersey and CGI Federal, Inc.; I make this request under both the New Jersey Open Public Records Act and the New Jersey Common Law.
