I heard a statistic today. Who knows if it is true. After all figures dont lie but liers figure. Anyway, it was stated that 96% of all Federal IT projects over $10 million fail, at least initially. From what I saw I believe it. Assuming its true, then clearly the fault does not lie with one individual, or agency. (Not even if that individual is Wendy S. who was, in my opinion, the kiss of death to a new project. Cant help but wonder if she is involved with the HHS debacle.) No, the problem is far more systemic. I would suggest it has a lot to do with the procurement process. This process is unduly lengthy, complex, and rewards contractors who are either the low bidders or those practiced at the art of bid protests (often the same, BTW). Add to this the statements of work (SOW), provided by the end users, that outline the performance expectations are poorly crafted and you have a recipe for disaster.
