To do REAL (as opposed to JFC... just for compliance) consultation with stakeholders before project requirements are even determined....even in so-called emergency situations, and for the stakeholders to be educated to voice out their opinions. May i suggest that proposed projects, in the IDEA phase, be made public in whatever medium...bulletin postings etc, even via twitting, fb or internet in general...for wider audience participation... as may be agreed between the decisionmakers and the stakeholders.
