I just read the letter of intent signed by the Republic of Liberia and the Kingdom of Norway. This is really a big joke. Laughable. There is no way Liberia has the capacity, accountability institutions, civil society and community structures within forest communities to access the 150 million dollars. This will not be piece of cake. The announcement made it seem like we had to take some perfunctory actions to access the money. No way Jose. We must work over the next six years to make it happen. We will not see one red cent of this money anytime soon. One requirement to set up an independent board to review current concessions to determine their legitimacy will be dead on arrival. It will be filled with corrupting and self interest. Moreover, the forest community members will fight amongst themselves for the money if they are to ever receive a dime. They will think it is easy to get the money and there will be fights between representatives in the House, senators, district leaders, clan chiefs, paramount chiefs, etc. Dont forget that we have to conduct key studies. And most critically, we can kiss the money good bye if we go ahead with the coal plant that Jindal has proposed to build in Bomi. There will be more emissions from that one plant than in a year versus the carbon credits. We will get zilch. Liberia is not yet ready for REDD+ I say so.
