I make my horses available to kids (and grownups) for petting and treats. They are about as safe as horses can be. Along with that availability, especially with the kids, is a discussion about horses in general, how to avoid being inadvertently stepped on, the fear/flight tendency, (no running, throwing things, etc.), and Basic Horse 101. My greatest concern is that kids will assume all horses are like mine, but at least they have SOME understanding of the dangers of interacting with a large animal. Ignorance is fixable, stupid is not. Sadly our society passes too many laws that protect the stupid from themselves.
