Council now heading into executive session for personnel, litigation and real estate issues. Theyll be coming back. Krack said the boro getting our moneys worth as far as advertising in the Classic Towns program. Krack said he and Brian Wtason, public works director, have discussed what needs to go in so borough protected Ichter concerned about getting quality bid if RFP less stringent. Krack recommends dismissing both bids. Would change RFP to include less overtime. Wanted to get done before school, but not happening now Krack now giving his report. Said they only got two bids for street paving for this year. Numbers significantly apart. Kovaleski said small amount: of esgrow put away for traffic light since a development was going in there. But not nearly enough for light Jones also wants to restore the old YMCA. Says it could make borough some money. Jones wants a traffic light there. Says it would benefit the area since its hard to cross the road. Tish Jones getting up in public participation now. Again bringing up traffic study she wants on Rt 23 near senior housing Looks like there will, for sure, be an executive session tonight, based on what Im seeing in the agenda. The engineering fees increase fails 5-3. Mayo, Kuznar, Ichter, Dalton and Bauers vote against Ichter also not happy about those increases Bauers not happy that borough increasing budget by 6.5k for engineering for ordaining Buttonwood St. Not necessary expenditure, he said Looks like the Jaycees and VFW putting up combined $15k donation for in-car cams, TASERs and rifles to police On to finance Krack said it does take up some of boro staff. Looks like potential changes will be discussed in policy committee Basically, they handle a lot of the same stuff, but ordinances right now guarantee existence of both. Council could change that, Krack said In response to council discussion, Krack explaining difference between parsk and rec. committee and rec. board. Literally no one left from the public here....until former councilwoman Tish Jones walks in. So 1, now. Bark for Life approved for OCt. 5. Reeves Park. Phoenixville Zombie Run approved for Nov. 1. Councilman Jeremy Dalton hopes it will be a little more polished this year Councilman Chris Bauers said theyre not necessarily saying to go forward with chain link fence tonight. Krack said hes been looking for grants but they just dont reach that level of a security fence for the police Ichter wants to explore getting grant-type funds to go toward project Theres nothing there to protect officers when theyre going in and out of station/court, Mossman said. Also said people are parking under Phoenixville Polices parking canopies out back on First Fridays. Phoenixville Police Chief Mossman said fence mainly for transporting prisoners from district court. Keep public from ambushing prisoners Ichter said hed rather have something more aesthetically appealing since effort made to make rest of area look nice RFP for perimeter fence for PHoenixville PD. Approx $85k for an 8ft chain link fence, Krack said. Dugan doesnt like idea of spending that Portnoff will begin collecting in September. Council approvasl there was last hurdle. Krack said those in delinquency notified Passes 7-1. Dugan lone no vote Council approves fee schedule and collection procedures for delinquencies. Would be with outside agency. Dana Dugan against it. Council unanimously approves floodplain ordinance update. Comes after FEMA visit in 2012. Krack said it was a good visit. Apparently Councilman Jon Icther and his wife expecting twins in January. Just announced. Council congratulates. She beats out Ryan Morris. Speck breaks tie. Deb Johnson appointed to planning commission. Indicated she has been on commission before. Perednik making hand motions. I think he may not have a voice tonight. Boro Mgr. Jean Krack said planning commission seat is important. Looks like Speck is now ready to vote. Speck said he doesnt want to vote on the planning commission tonight because one of the candidates, who he says is qualified, isnt here Apparently Robert Bolton has resigned from the Tree Advisory Commission. Seems like candidates will re-interview now. So Im gonna write up what I know about the pedestrian crash now. Speck said he wants a special meeting so he can get better acquainted with candidates Mayor Mike Speck is not voting on the tie. Says it should be council which appoints. I dont want to make the decision for council. Now at Phoenixville council meeting. Planning commission vacancy being discussed. Tie 4-4 between two candidates it seems
