I may seem like a broken record, but after the Yolanda disaster, I think its time for the Govt to actually put in place a number of plans that still seem to be getting organized now at the last minute. I know they have made some preparations, but they need to have thought about some coordinated responses and some permanent solutions. The Visayas still has no Typhoon Resistance Evacuation Centers. They should already have three alternative locations for food distribution centers, both Manila and Cebu are in the path of this Typhoon, so both are likely to be badly affected and take days, to get back on line. The Philippines President should already be speaking to his ASEAN Counterparts and also the US President about standing by to assist. The Government should already be in contact with NGOs and the UN to provide leased transport aircraft to supplement the three C-130s available to the PAF. The PAF should have been given a budget to provide ATC Pathfinders with the relevant electronic gear to set up temporary ILS landing sites for relief aircraft. Civilian Flying Schools should be put on standby to provide Search and Rescue assistance. Warnings should be sent out via bulk text messages and on the TV and Radio. Registrations should have already been done after Yolanda and those names and locations should be held in a central location for identification. With the amount of natural disasters that hit the Philippines each year, this takes a military style effort and organization to deal with this full time, like FEMA in the US. It needs a decent budget and it needs resources and planning, and international planning and coordination assistance.
