I read a memorandum yesterday, which was released by Department of Corrections Director, Harold Clarke and I just cant wrap my mind around the ignorance or arrogance of that individual. In the memo, Mr. Clarke directed that state employees are prohibited from contacting the Governor, other Secretariats, or elected officials without obtaining permission from the Department of Corrections. While I am not an attorney, I have read the Bill of Rights and this directive violates Amendment I. Just because you work for the state, your rights as private citizens cannot be diminished, with the exception of certain liberties that would create a threat to the order and security of the institution, ie., carrying concealed inside the institution.
