I really dont know budget technicalities but still i want to express, #indiabudget2014 why budget is entitlement centric, idol making but no plan for institutional reforms/legal aid services/ for constituting special courts or for Gram Nyayalaya(The Act mandated setting up of 5,000 village courts till 2012. But only 172 have been set up, reason: no funds) !!! I think we really need to push our government to reshape budget structure in future so that RIGHTS+ENTITLEMENTS+INSTITUTIONS RESPONSIBLE FOR IMPLEMENTING THESE RIGHTS SHOULD ALSO COME INTO INDIAN BUDGETS PICTURE !!
