You just dont take and experimental Serum and give it to a large group of people. That is reckless. Virus can Mutate and adapt very quickly if that Serum dont do the job a 100%. The evolution of a virus can be more deadly, more contagious and even make it harder to treat. The Experimental Serum must take place in a control environment and the patient must give consent and explain the risk of such a treatment. Virus exist in the DNA or RNA. If Ebola is RNA, then it is more difficult virus to combat. RNA virus evolve way faster than DNA.
