I talked to Victor Ziga Jr. who is now in charge of APEC-ALECO for SMEC. Lets discuss solutions. The Bitano substation is really very old. But, what aggravated it was the persistent surge in load (partly due to economic activity and tourist arrivals). We are 1.3m population but add 650,000 tourists- you will surely get what we get if the private sector does not plan and does not invest. 1. At worst, 9:30pm tonight upon temporary shift to Embarcadero substation which will be rented at P100,000 per month. But Embarcadero asks for assured supply. Installation of equipment, metering facility, recloser, poles and etc. at Embarcadero substation is starting now. I was asking for 4:30pm. Hope they can meet my requested timeline. 2. A brand new 10MVA has been purchased and in 4 days, it will have been delivered and by 5th-6th day will be installed which should solve the distribution problem. So, 6 days at most of rotating brownouts. 3. I know the context of this divisive issue but it would have been worst if it is not private management. First, there would have been no cash to promptly order and pay for the 10MVA since collections would have been still a problem Second, for almost 6 months now, there has been no threat of disconnection were it not for the takeover by SMEC.
