I think Joe is spot on! Clearly poor people dont drive as much... And so are required to walk more often... Therefore it is clear that what is needed is a tax on walking... The more you walk the more you pay. I dunno- call it an exercise excise. (I guess technically, the commodity that the excise would be applied to would be oxygen, as this fuels the body during the process of transportation- by foot. If the CSIRO still have any funding left, I am sure they could work out an appropriate formula for this new budget-reining-in initiative.)
