I think aspects of psychology are important, but there is a more complex set of cognitive systems at play then the simple idea of spill over (my prediction). Spillover will only have an effect if there is social/cultural implications, wherein there is a cultural shift. Within todays popular culture there are too any other competing messages to sway and sidetrack- cognitive dissonance is likely not going to be achieved to create schema change and thus support spillover. Conservative anti-drug law (war against drug supporters) have argued spillover effect will lead to mass drug use if access is made easier, and yet we have many examples where this has not happened - in fact quite the opposite. In Cognitive therapy three platforms are used to change behaviour depending on the most effective for the client - behavioural, emotional and intellectual. There has to be a stressor to evoke emotional change … sometime changing ones behaviour can aid, sometime intellectual understanding can aid… but the main driver is emotional IMO. Hence my view that most populations change when they are forced, emotionally challenged through either fear, empathy or other. Though I am not a fan of E. Bernaise, I think he had the mix right for mass marketing cultural change.
