I think that, if not wearing a helmet while riding a bicycle is illegal then riding a horse without a helmet should be illegal as well. As much as I enjoy riding without a helmet, I think it is one of the most unsafe things you can do on a horse. Now, I know that riding a horse is a calculated risk, but riding without a helmet is adding to that risk by 60%. If you chose to ride a horse with out a helmet that is your choice, but personally I think it is extremely stupid of you, and you are not a dare devil or cool, youre irresponsible. Horses are a power house of muscle that can do anything at anytime, even the most broke horse could do something and kill you, the bond with your horse also does not matter, if he/she decides to pull something or spook unexpectedly you could get extremely hurt or killed. A helmet may not protect you 100% but it lessens the risk of dying from a head injury or getting brain damage when falling off a horse.
