I understand that you want electricity back as soon and how I wish I could singlehandedly bypass Apec to do that. But, those 301 fallen poles are to be replaced and they will arrive in two days yet. I have asked Apec to double their 12 restoration teams to 20. I was on the phone with Sec. Ikot till early morning until NGCP energised. Now the hard part begins - this will take at least 8 days to rebuild. Thats not bad- Albay was struck by a strong typhoon. In 2006, it took 17 days to bring back power the earliest to Polangui. And the entire Albay was restored in 4 months by March 2007. With every hand on the paddle, we made Glenda look so easy despite the massive damages. The 3 telcos alone suffered P620m. This is on top of P4.274bn by agriculture, housing and other sectors. There exists a band where we can demand performance from each other including Apec, Smart, Globe and Bayantel but there is little an upper limit set by technical requirements like the procurement of new poles which if we undercut would only prolong the agony or produce imbalances ahead. I will not ask for understanding but we must accept that band of fairness.
