I understand there is a certain Speaker who doesnt know who the poor, black man is. I am here to refresh his memory and that of all the other arrivants who are now strutting about on their hind legs. The poor, black is the one they brought here to supply labour on the sugar plantations of British landlords; whose blood, sweat and tears built this country. Hes the one, whose 20 million pounds in reparations was mis-donated to the slave holders - that was the beginning of his poverty. The poor, black man is the one who suffered under oligarchical rule after Emancipation - the one on whose behalf radical leaders like Samuel J. Prescod, Charles D. ONeal, Clennell Wickham and Clement Payne exercised their energies. The poor, black man is the one who was driven by sheer necessity to migrate to Guyana and Panama and Brazil and Central America in search of a living. He is the one against whom the oligarchical government of the day passed a law to limit the purchase of land to one acre, when Panama money was flowing back into the country. The poor, black man is the one who has been hounded like a criminal, down through the ages, whenever he tried to make a living from vending. Hes the one whose businesses fail for lack of capitalization. The poor, black man is the one who makes up the consumer base for other peoples products - who owns no big stores in town, nor major industrial enterprises after 70 years of black government. The poor, black man, Mr. Speaker, is not just your folks as you seem to think; he is all of us, including you and including the folks whose back-yards you would have traversed in search of a vote just months ago. It was the poor, black man who put you where you are today, Mr. Speaker; and may I remind you that you will have to call on him again in a couple years time.
