I voted no on SB 73 (Budget Committee) which provides an incomplete framework and appropriation of Proposition 39 energy efficiency revenue from the Clean Energy Job Creation Fund. Proposition 39 was a massive $1 billion tax increase on California job creators that employ tens of thousands of middle class workers. What this bill shows is that it is well on its way to being a recipe for waste, giving the Legislature a blank check to spend billions without real accountability. It unnecessarily raises Prop 98 guarantees and commits the state to greater unfunded obligations. The bill passed 68-8.
