I voted no on the Pallone of NJ Part B Amendment 1 to #HR3301, which strikes provisions from the bill that narrow the required environmental review of a proposed cross-border project to cover just the segment that actually crosses the border. The sponsor is concerned that domestic portions of the proposed projects infrastructure will be exempt from environmental review under this change, but there are other federal and state laws requiring environmental review that will apply to these portions of the project. It makes sense for the Department of State, which is simply determining whether a pipeline may cross the border, to look only at the portion of the pipeline that actually would cross the border. The rest is for other federal and state agencies to consider. The amendment was not agreed to 176-233.
