Such a strange statement was made by the Speaker of the U.S. Department Marie Harf. In addition, she reported that the National Guards of Ukraine shows remarkable restraint. Here is her dialogue with the Associated Press reporter Matt Lee: - During last few days you have been being asked questions about the number of civilians killed in military operations in Eastern Ukraine. Yesterday you claimed that you are concerned about reports of this, but you cant confirm that civilians come under fire? - Yes, you are right, we have no information on this subject. - That is, you cannot confirm that there was a huge number of recorded deaths among civilians? - Let me explain why we cant confirm such information. Most of these events take place in areas, which are under control of the separatists, so we simply do not have access to the data. - Clear. However, she declared: We welcomed the announcement [by Kiev] of unilateral ceasefire and we called separatists supported by Russia to respect it. We note some fighting in the area. Today [Thursday, July 31], we have observed that the group of separatists tried to prevent access of the experts by opening fire on security forces of Ukraine, who accompanied the column with the specialists.
