I wanted to attempt to offer further clarification to some rules which have come up for discussion recently. Please tag your team mates and fellow players. Remember that umpires are not robots and in a fast paced game can not possibly see every detail of the game from every angle. The rules are also open to the individual umpires interpretation. If you cant abide by our local umpires controlling the game I suggest you dont play. By all means be passionate and competitive but dont ruin everyone elses fun by being a bad sport. Right...lets do this. On court players querying umpire decisions during play is INAPPROPRIATE and considered “Dispute with an Umpire”. A team contact person is allowed to seek a “clarification of a rule” during breaks and at the end of the game. Querying umpires during the game is not APPROPRIATE! Asking an umpire to “watch the contact or GD/GA is pushing me” is NOT seeking a clarification. Umpires have the right to respond “What is your question?” DISPUTE WITH AN UMPIRE The Umpire may penalise a disputing player with whatever action is considered appropriate under the Rules of the game, this may include advancing the penalty. ADVANCING THE PENALTY After the penalty has been awarded and if the player continues with their attitude you can “Advance the Penalty”. Make her/him stand where the infringement occurred but move the opposing player, with the free pass, farther up toward their goal end. CENTRE PASS Centres waiting or baulking outside the circle at the start and restart of play and waiting for their team to get back behind the transverse line IS WRONG! Every player is totally responsible at the start and restart of every quarter, to be in their correct location. If the C in possession of the ball is ready to step into the C circle but is waiting for her team members to get behind their transverse lines, that C can be penalised for DELAYING THE GAME. The C player in possession is responsible for getting to the C circle quickly and being WHOLLY within the C circle and that is all. The umpire blows the whistle as soon as the C steps into the circle, if other players are not behind their respective transverse lines they are penalised. CONTACT No player may contact an opponent, either accidentally or deliberately, in such a way that INTERFERES with the play of that opponent. In an effort to attack or defend or to play the ball a player shall not:- (i) move into the path of an opponent who is committed to a particular landing space; (ii) position so closely to an opponent that the player is unable to move without contacting; (iii) push, trip, hold or lean on an opponent or use other forms of physical contact; (iv) place a hand or hands on a ball held by an opponent; (v) knock or remove the ball from the possession of an opponent; (vi) while holding the ball push it into an opponent Contact on the ball (iv) is very subjective and the umpire is making a split second judgement. If the defenders hands are in place before the ball is moved into them it may well be called contact with the ball (vi) against the attacker. The contact needs to sufficient enough to INTERFERE with their play to warrant a penalty. OBSTRUCTION of a Player not in Possession of the Ball. A player is obstructing, if within a distance of 0.9 m (3 feet) measured on the ground from an opponent without the ball, any movements are employed by that player, whether attacking or defending, which take the arms away from the body, other than those involved in natural body balance. Within this distance a player is not obstructing if the arms are outstretched: (i) to catch, deflect or INTERCEPT a pass or feint pass; (ii) to obtain a rebound from an unsuccessful shot at goal; (iii) momentarily to signal for a pass, or to indicate the intended direction of movement.
