I was thinking that there must be a way for schools and hospitals to step away from trying to get blood from a stone without becoming privatised. I thought that maybe the quality index should be floated as stock on the Australian Exchange, thus the more good is done the more comes back to them and thus being independent of governments that lack foresight, of course the index would be sold to the Australian public and all research from said hospitals and learning facilities would be kept within the Australian market for 2-5 years before leased to OS while keeping all research and patents owned at 51%
