I would encourage anyone who is pushing the Nolan bill 8929 to be very careful. The bill is self defeating. In the very beginning of the bill the language states that the Commisioner and the board of education must submit and obtain waivers. AND OBTAIN are the key words. No waivers this bill dissolves, or dies, or self repeals itself. Further, the entire bill is premised on the approval of Commissioner King we all know his position. Further, testing continues with no modifications for children with learning disabilities, or esl students, or advanced learners. Data mining continues, and it is the up to the commissioner who parents can opt out of who the state can send student data too and who they cannot opt out of sending student data to. So if the state wants to send student data to Pearson they can. This bill is nothing more than one big suggestion. It does not require the commissioner to do anything except submit an application. It is purposely written in legalese to confuse you into believing you are getting something valuable. Once very long ago a city was being attacked and without warning they woke up one morning and it appeared that the enemy just gave up and walked away from their position and left the people of the city a present for all the trouble they caused. The people of the city said wow what a pretty horse and brought it within the walls of the city and celebrated their victory. The people in the city all died. This bill is one big Trojan Horse. The ball is in the Senates court lets see what they do with it. Tell Ms. Nolan she can keep her horse.
