IAS officer released on bailed for alleged involvement in Gulmarag Land Scam Srinagar, Sep 23, : State Vigilance Organization (SVO) Monday presented the Challan against present Deputy Commissioner Kishtwar, Baseer Ahmed Khan in much publicized Gulmarag Land Scam after the Government of India accorded sanction for his prosecution in terms of Section 6 of Jammu and Kashmir Prevention of Corruption Act vide FIR number 8/2009 VOK. The Challan was presented in the court of Mohan Lal Manhas, Special Judge Anti-Corruption Kashmir. Pertinently, a PIL had been filed by two social activists of Jammu, Shiekh Mohammad Shafi son of Shiekh Abdul Rehman, former Member of Parliament and Professor S.K.Bhalla, a retired college principal and RTI activist, seeking prosecution of all those officers against whom the Vigilance Organization had established prima facie cases of corruption but sanction was being delayed by the state government. The State Government was waiting for the nod from the Union of India to prosecute IAS officer, Basir Ahmed Khan and others. Sources told CNS that Baseer Ahmed Khan reported at Police Station Vigilance and he was accordingly produced before the Special Judge Anti-Corruption Court, Kashmir. Soon after his arrest, Khan was released on bail and the Court allowed him to report back to duty at Kishtwar. Khan was removed as Deputy Commissioner Srinagar when the Division Bench had observed that at least in capital cities, the Government should appoint those District Magistrates and other officers who possess clean reputation and image. Earlier, the Challan was presented against Mehboob Iqbal IAS, then Divisional Commissioner Kashmir along with other officers then posted in District Baramulla and top hoteliers of Kashmir, however, the Challan in respect of Baseer Ahmed Khan had been deferred as he was in service and his case had been forwarded by the Jammu and Kashmir Government to the Union of India for accord of sanction.
